two-year project on international adoption in the EU

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All documents, correspondence related to the two-year project on the issue of international adoption in the EU. Including all information on financial details of this project, its objectives and activities and the MEPs working on this project.

According to my information such a project was implemented for two years, somewhere between August 2004 and July 2008.

Thank you for your e-mail enquiry below. 

Kindly note that competent institution in this domaine is the European
Commission, who we have consulted in order to identify the information
sought; however in order to identify the project concerned  we would need
more information (at  least the name of specific programme under which it
was funded and  name of the organisation that received the grant),
especially as this enquiry concerns a project that seems to have been
funded quite some time ago, under the previous MFF (i.e. before 2007).

Please note that this event was organised in the EP premises but not by
the EP itself. The organiser was an MEP (then member of the ALDE Group):

The colleague you identified in LinkedIn was at the time Mr Cavada's
parliamentary accredited assistant and the event was under ALDE Group's
auspices.

Whatever documents might exist regarding this event (and all events
organised directly by MEPs and/or political groups) are not EP documents
but rather private/ group archives that may or may not exist anymore.

We suggest that you contact the MEP's office directly or the ALDE Group's
secretariat and see if they might have any documents that would interest
you. However, please note that Regulation 1049/2001 does not apply to
these documents exactly because they are not EP documents.

Thank you for your reply.

I am doing research into the issue of intercountry adoption, especially where it concerns the shaping of the European agenda.

The ALDE conference 9/11/2006 provided a platform for the most important stakeholders of the pro intercountry adoption lobby. This conference was an important stepping stone for the adoption lobby to realise their pro-adoption agenda and thus had lasting effects on the rights of children worldwide.

In view of transparency and accountability, I consider it important to get insight into the the reasons why the ALDE Group organised this conference. Even if MEPs Cavada and Gibault (the main organisers) are no longer members, the ALDE secretariat must have been involved/informed about this. After all, this event was announced as an initiative of the ALDE Group on the ALDE website.

My basic question is: why did ALDE consider it appropriate to support this lobbying event.

Considering the number of participants and the promotional material, hostesses etc, I assume that there was a significant budget for this conference. So, was this paid by EU taxpayer's money? Was it paid by 'sponsors'?
Who was the 'policy adviser' you refer to - and on whose payroll was this adviser?
Who brought this issue to the attention of the two French MEP's?
Who were invited to the conference?
Who participated?
Where expenses/travels paid?

In the meantime, I have found out about a '2 year project on intercountry adoptions' that took place under MEP Cavada's leadership.

It may well be possible that this conference was part of this project. Was there a budget; financed by whom? What was the result?

I understand the EP is on a summer break and that, therefore, your reply will need some time.
