draft version BFR Glyphosate report dated 29. January 2015

The request was refused by European Food Safety Authority.

Dear European Food Safety Authority,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, we are requesting documents which contain the following information:

• The glyphosate renewal assessment report prepared by the German authority Bundesamt fuer Risikoforschung, revised on 29th January 2015 with the title Volume 1, Report and proposed decision;
• The glyphosate renewal assessment report prepared by the German authority Bundesamt fuer Risikoforschung , Volume 3, Annex B.6.1 Toxicology and Metabolism . Revised 29th January 2015;
• The glyphosate renewal assessment report prepared by the German authority Bundesamt fuer Risikoforschung, List of Endpoints, Active Substance Glyphosate. Report and Proposed Decision. Revised 29th January 2015.

We are writing on behalf of Friends of the Earth Europe, the European Environmental Bureau, European Public Health Alliance, official EFSA stakeholders.

Glyphosate is the most widely used herbicide in the EU with potential adverse effects on human health as well as on the environment – the World Health Organisation recently described it as “probably carcinogenic” (see http://monographs.iarc.fr). Therefore the renewal of the authorisation of glyphosate as an active substance in the EU is of overriding public interest. In the context of the intense scientific debate about its impacts on people and the environment, a transparent discussion between EFSA stakeholders, based on the same level of information, is of crucial importance.

We observe that access to three parts of the glyphosate renewal assessment report prepared by the German authority Bundesamt fuer Risikoforschung appear to already have been disclosed to other EFSA stakeholders, as the article by Greim co-authored by Monsanto scientists implies by quoting three different parts of the renewal assessment report.

(See Greim et al, 2015, Critical Evaluation of carcinogenic potential of the herbicide glyphosate, drawing on tumour incidence data from fourteen chronic/carcinogenicity rodent studies, Critical Reviews in Toxicology , Volume 45, Issue 3, 2015 http://www.tandfonline.com/doi/full/10.3...)

Our aim – as described in the mandate for EFSA stakeholders – is to contribute our emerging concerns to the EFSA on the possible risks for human health and the environment. To fulfil this task properly, it is crucial that we be granted access to these three parts of the glyphosate renewal assessment.

Yours faithfully,

Faustine Bas-Defossez, European Environmental Bureau

Nikolai Pushkarev, European Public Health Alliance

Mute Schimpf, Friends of the Earth Europe
