- agendas, documents considered at, and minutes and conclusions of all working parties which have taken part to the COARM meetings that took place between the 1st of January 2012 to the 31st of December 2012;

I would prefer to receive this information in electronic, machine readable format wherever possible.

I have received your message asking me to clarify what I meant by "agendas, documents considered at, and minutes and conclusions of all working parties which have taken part of the COARM meetings". By "all working parties", I meant the members of the COARM but also third parties who might have been invited by the members to such meetings in order to provide some information to the members, provided that their documents are available to the authorized EU body.

I am also well aware that my demand is likely to cover a large number of documents. Therefore, I am able to accept that my request will not be processed within the time-limit down in Article 7(1) and (3) of Regulation No 1049/2001 but as quickly as possible. Would you be able to estimate the approximate time-limit necessary to process my request and transmit it to me?

request as it will depend on the number of documents to be identified and
consequently examined. However, in order to provide you with the requested

Dear Mr Spleeters,

Regarding your request of 4 February 2013 for access to "documents which contain information about the Working Party on Conventional Arms Exports (COARM), specifically: agendas, documents considered at, and minutes and conclusions of all working parties which have taken part of the COARM meetings that took place between the 1st of January 2012 and the 31st of December 2012", the General Secretariat of the Council informed you by letter on the same day, 4 February, that "in view of the very large number of documents likely to be covered by your application and the need to perform a thorough research to identify the documents incumbent upon the institution, it would be unable to process your request within the time-limit laid down in Article 7(1) and (3) of Regulation No 1049/2001".

In your reply dated 4 February 2013, you stated that "I am also well aware that my demand is likely to cover a large number of documents. Therefore, I am able to accept that my request will not be processed within the time-limit down in Article 7(1)and (3) of Regulation No 1049/2001 but as quickly as possible."

In addition you asked if it was possible to estimate the approximate time-limit necessary to process your request and send you a reply. On 7 February 2013, the General Secretariat informed you that "It is not possible to estimate a time-limit for the handling of your request as it will depend on the number of documents to be identified and consequently examined. However, in order to provide you with the requested information as soon as possible, we will send you partial replies whenever possible."

The agendas and reports of the COARM meetings are circulated via the Cortesy system and the documents are so-called "Coreu messages". The Cortesy system is designated for ease of day-to-day communication on CFSP matters between Member States' foreign ministers, the GSC, the Commission and the Exuropean External Action Service (EEAS) and the Coreu messages are not entered in the register.

At this stage the General Secretariat is examining the Coreus containing the agendas of COARM meetings in 2012. The following documents have been identified:
