Stakeholder contacts on TTIP since 21 February 2014

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1) a list of meetings of DG Trade officials and/or representatives (including the Commissioner and the Cabinet) and stakeholders, including trade unions, civil society groups, as well as representatives of individual companies, industry associations, law firms, public consultancies and think tanks in which the Transatlantic Trade and Investment Partnership TTIP was discussed (between 21 February 2014 and today);

2) minutes and other reports of these meetings;

3) all correspondence (including emails) between DG Trade officials and/or representatives (including the Commissioner and the Cabinet) and stakeholders, including trade unions, civil society groups, as well as representatives of individual companies, industry associations, law firms, public consultancies as well as think tanks regarding the Transatlantic Trade and Investment Partnership TTIP (between 21 February 2014 and today); this should not include responses to the Commission's consultation on ISDS in TTIP, which I understand will be published anyways.

Dear Pia,

We are still collecting the information as regards this request. We will give a priority to the Request with GestDem number 2014/6022, as requested by you. It does not prevent that we continue simultaneously working on this one, but as always we need to prioritise other applicants as well. Especially keeping in mind that we currently have 12 ongoing requests from CEO.

We will extend the deadline for this request for another 15 working days which will expire on 5/2/2015, and keep you updated at a later stage.

Dear Madams and Sirs,

by online form dated 12 December 2014, Corporate Europe Observatory requested access, on the basis of Regulation 1049/2001 and the Code of Good Administrative Behaviour, to a list of stakeholder
meetings of DG Trade officials and/or representatives in which the Transatlantic Trade and Investment Partnership TTIP was discussed (since 21 February 2014). We also requested access to the minutes of these meetings and to related correspondence.

By online form of 16 December 2014, DG Trade informed CEO that the application was correctly registered and would be dealt with within 15 working days.

After that date, CEO sent three messages, asking for an update on the state of the request (the latest on 5 May 2015).

To date, notwithstanding the expiration of all the time limits set by Regulation 1049/2001 and these follow-up emails from CEO, the Commission has neither released the requested documents nor has it written to CEO denying total or partial access thereto.

In these circumstances, CEO requests to the Commission to reply to its application of 12 December 2014 by Tuesday, 27 August 2015 (so, six weeks from now).

Otherwise CEO may activate the procedure laid down in Article 7(4)of Regulation 1049/2001.

Please find attached a list of meetings that you have requested as part of
your request Gestdem 2014/6023. This list is provided not under Regulation
1049/2001, but under the Code of Good Administrational behaviour.

 

As a note of clarification let me add that our doors are always open to
anyone (firms large and small, industry, civil society, trade unions,
NGOs, etc) who wishes to share with negotiators their input, hopes or
concerns on the agreement. Also, TTIP negotiators participate on almost a
weekly basis in events, debates, etc. in Member States that are organised
by different stakeholders or authorities at national, regional or local
level. Concerning the list attached, any divergence in the overall number
of meetings with our various stakeholders is simply a reflection of the
level of activity and interest each group has shown in TTIP. Over the
period concerned we have responded positively to every meeting request
from stakeholders that our agendas and daily work has permitted.

 

Regarding the correspondence/reports relating to the list of meetings you
can expect our reply in the course of September.
