EP: info about Conference 'A European Adoption Policy?'

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The correspondence and documents for the planning and execution (including all invoices) of the Conference 'A European Adoption Policy on adoption?' held on 9 November 2009 at the European Parliament, including invitations, correspondence with assistants of MEPs, liaison correspondence with associations/NGO's (including all advisors (public and private) and consulting firms and/or representatives).

Please identify the Parliament Staff and MEPs that were responsible for the idea, organization, support, planning, and execution of this lobbying event.

Following your request, please note that the European Parliament did not
organise any conference on adoption, as specified.
The only conference on an Adoption Policy we are aware of which
corresponds with your request, was organised by the Council of Europe and
the European Commission (30 November - 1 December 2009)

During this conference, the European Parliament presented the study that
was requested by LIBE committee and coordinated by Istituto degli
Innocenti (Florence) ; we attach a copy of the study.

I have to admit that there was a typo in my request. The date of the event organised at the European parliament was 9 November 2006 (not 2009).

Thank you for the clarification. The conference you are interested in was
organised by a political group (Alliance of Liberals and Democrats for
Europe Group) ; their documents do not fall under the scope of our
Register as they are not European Parliament's documents as stated in the
EP's Rules of Procedure (rule 104 par. 2)

I can confirm the mentioned ALDE seminar on 9.11.2006 (from 9 to 18.30 h). Unfortunately, this is it with the information at first glance, and both MEPs involved in the event (Jean-Marie Cavada and Claire Gibault) are no more members of the ALDE group, nor is the policy advider in charge. Ahead of any further research, please note that many colleagues incl. me are having there last day before the summer break.
Anyway, before checking the archives for more findings, I would like to understand your motivation for such a detailed request.

Thank you for your reply.

I am doing research into the issue of intercountry adoption, especially where it concerns the shaping of the European agenda.

The ALDE conference 9/11/2006 provided a platform for the most important stakeholders of the pro intercountry adoption lobby. This conference was an important stepping stone for the adoption lobby to realise their pro-adoption agenda and thus had lasting effects on the rights of children worldwide.

In view of transparency and accountability, I consider it important to get insight into the the reasons why the ALDE Group organised this conference. Even if MEPs Cavada and Gibault (the main organisers) are no longer members, the ALDE secretariat must have been involved/informed about this. After all, this event was announced as an initiative of the ALDE Group on the ALDE website.

My basic question is: why did ALDE consider it appropriate to support this lobbying event.

Considering the number of participants and the promotional material, hostesses etc, I assume that there was a significant budget for this conference. So, was this paid by EU taxpayer's money? Was it paid by 'sponsors'?
Who was the 'policy adviser' you refer to - and on whose payroll was this adviser?
Who brought this issue to the attention of the two French MEP's?
Who were invited to the conference?
Who participated?
Where expenses/travels paid?

In the meantime, I have found out about a '2 year project on intercountry adoptions' that took place under MEP Cavada's leadership.

It may well be possible that this conference was part of this project. Was there a budget; financed by whom? What was the result?

I understand the EP is on a summer break and that, therefore, your reply will need some time.
