Dear Mrs Gabriel,
The Community of European Railway & Infrastructure Companies (CER) is writing to you today with its contribution
to the debate on the upcoming European Green Deal by setting out rail’s priorities.
With the European Green Deal, the EU and Member States should set ambitious, but realistic targets for
decarbonising EU transport. A shift to rail should be supported, both for rail freight with an action plan of EU and
national measures, and for passengers with support for a shift to rail particularly in the case of cross-border travel
up to 1000 km. To al ow rail to compete with other transport modes on an equal footing, the European Green Deal
should help implement ‘polluter pays’ and ‘user pays’ so as to internalize transport externalities.
Attached you will find rail’s priorities for the European Green Deal. We do hope the Commission in general and DG
RTD and DG EAC in particular will find in it some inspiration for new initiatives (e.g. "Provide robust funding for
railway research and innovation" = item 5) and (e.g. "Encourage the use of low-emission transport in Erasmus+
programmes" = item 9) . Research should support further digitalisation of railways and help improve efficiency of
using alternative fuels such as hydrogen. Erasmus+ programme could adopt the principle of travel by rail to make
sustainable mobility a life-long decision for young Europeans.
