Dear Mr Hager,
In my capacity as Director‐General of UNIFE (the European Association of train‐builders and rail
equipment manufacturers), I contact you today to officially invite Executive Vice‐President
Dombrovskis for a virtual bilateral exchange with the UNIFE Presiding Board in the coming
weeks.
The UNIFE Presiding Board brings together the CEOs of 9 major rail supply companies such as
Alstom, Siemens Mobility, Thales, Faiveley, CAF or Knorr‐Bremse (cf. full composition in the
frame further below). Taken altogether, these CEOs lead companies that generate several tens
of billions of euros of turnover, employ several tens of thousands of people all over Europe and
they manufacture trains and rail equipment which are key for the green and digital future of our
planet, but also for technology‐intensive EU exports.
This virtual exchange would be the occasion for rail supply CEOs to present the challenges of
the European rail supply industry when it comes to international trade, especially the lack of
level‐playing field regarding access to procurement markets and competition with subsidised
economic operators.
More specifically, our CEOs would be happy to further exchange with Executive Vice‐President
Dombrovskis on a number of trade policy files of major importance to maintain the global
competitiveness of the rail supply industry. These include the International Procurement
Instrument (IPI), the future European Instrument on Foreign Subsidies, the EU‐China
Comprehensive Agreement on Investment and competition with China, monitoring of existing
agreements with Japan or South Korea, and the future Carbon Border Adjustment Mechanism
(CBAM).
Would Executive Vice‐President Dombrovskis accept to hold a virtual exchange with the UNIFE
Presiding Board in the coming weeks?
