MINUTES OF MEETING BETWEEN COMMISSION SERVICES (GROW/C3) AND HUAWEI
HELD ON 23RD OF JANUARY 2020

This is an internal summary report prepared and finalised only by the Commission
services.
1. Discussion
x Huawei declared that 18 month transition period for harmonized standard, in
future, would be welcome to better adapt to technological changes. COM agreed
on the need for a transitional period and informed that an 18 month transition
period – as default timing – had been proposed to Cen-Cenelec. COM would
prefer default timing for such process, but remains open for adaptation regarding
individual standards, on the basis of due justifications. Huawei – as board
member – has been invited to raise this point at ETSI board as well.
x On-going studies regarding possible delegated acts on Article 3 (3) (e), (f) and (i)
and Article 4 of the Radio Equipment Directive (RED) – related to personal data
and privacy protection, protection from fraud and upload of software – were
discussed. Huawei have two distinct departments dealing with data protection on
one hand, and cybersecurity on the other hand. Huawei is in favour of
cybersecurity mandatory requirements for IoT products. COM informed that final
results of the ongoing studies are soon expected.COM also mentioned that
harmonised standards could have major role if delegated act(s) under RED are
adopted. In this context, ETSI and Cen-Cenelec have been asked to inform about
standards that already exist in this area as well as future standards under
preparation.
x Relatively to the targeted consultation that will be soon launched in the context of
the impact assessment study in support of possible initiatives under Articles 3 (3)
(i) and 4 of the RED, Huawei expressed willingness to provide its views. COM
indicated that the contractor, managing the study, will contact them.
