It was good to meet you last week. I am writing to follow-up on a couple of issues that we discussed during our 
meeting.  
 
Firstly, we wanted to come back to you with additional information about the risks of carbon leakage in the 
European cement industry. I have attached to this e-mail a study performed by BCG on the impact of phase 4 of the 
EU ETS on our sector. The study looks at the free allocation deficit that the EU cement industry will face in the years 
to come and how this will make imports from non-ETS countries more competitive as these do not incur CO2 costs – 
leading to very significant risks of offshoring of cement production. I hope the study is helpful. We are looking at 
complementing it with trade data & information that we will send in the coming weeks. Please do not hesitate to 
contact us should you have any question in the meantime.  
 
Secondly, I wanted to confirm that a group of our CEOs will be in Brussels on Tuesday 7th April to meet with 
Executive VP Timmermans and Commissioner Hogan. The current list of attendees is as follows:
