Dear Mr Stengg,
I hope this message finds you well.
I’m writing on behalf of my client, Bolt – Europe’s leading on-demand transportation platform – we
met last year to introduce Bolt and discuss the Commission’s digital agenda.
Today, I would like to request a 30-minute virtual meeting to discuss the upcoming platform work
initiative and collective bargaining for platform workers. Executive Vice-President Vestager made
interesting comments about the latter, namely that guidelines would be issued.
Considering your important coordination role in this policy area, both inside the Vestager Cabinet and
with the other Cabinets, we believe it is important to speak with you.

position and walk you through the findings of their most recent driver data survey on platform
worker status.
Founded in 2013 and headquartered in Estonia, Bolt is one of the few European born and bred
companies that has scaled-up into a global tech success. In the last four years, the number of its
passengers has risen from 3 to 50 million, and 400,000 Bolt drivers now provide services across 20 EU
Member States. 
How platform work fits in a digital Europe is one of the challenges faced today by ride-hailing and
other new mobility services. Bolt appreciates that self-employment is not suitable for everyone but
has implemented several initiatives which it believes demonstrate that there is a way for an ethical
business model in which drivers are remunerated fairly without harming ride-hailing platforms’
capacity to provide services and work opportunities.
For instance, Bolt offers some of the highest paying opportunities in the labour market for unskilled
labour: in every European market in which Bolt operates, drivers’ gross equivalent average hourly
earnings are a significant premium over the minimum wage, and in many cases a multiple of it.
