First of all, I’d like to thank you and your services for receiving us last week and for 
all the efforts you are making on data collection for the Action Plan.  
  
I’m writing to you concerning another issue, the state aid measures adopted by 
the European Commission. 
  
If I understood it correctly, the €35K authorised would come on top of the existing 
€30K (if the latter has not been used in the last 3 fiscal years). Therefore, MS 
should grant the €65K under the same administrate channel and concept. 
  
Nevertheless, we saw that Member States like Spain are interpreting this 
differently. The national authorities said that aid cannot be given for the same 
purpose. The operator should apply either for the €35K under the temporary 
framework or for the €30K as de minimis. The operator therefore cannot benefit 
from the 30K+35K to obtain compensation for the same cause (fuel prices).
