Environment Issues (Biosafety) on 9 December 2021

1. 
The 15th meeting of the Conference of the Parties to the Convention on Biological Diversity 
(CBD COP 15), and of the concurrent meetings of the Parties to the Cartagena and Nagoya 
Protocols, is planned to take place in Kunming, China, on 25 April - 8 May 2022. At CBD 
COP 15, Parties to the Convention are expected to agree on a new post-2020 Global 
Biodiversity Framework, which should allow the world to achieve the 2050 vision of living in 
harmony with nature, achieving transformative change across our societies and putting nature 
on a path to recovery by 2030. 
 
2. 
The Working Party on International Environment Issues (Biosafety) is currently discussing 
the position of the EU and its Member States with regard to issues related to biosafety and the 
Cartagena Protocol at the intersessional bodies preparing for CBD COP 15. The resumed 
meetings of the Subsidiary Body on Implementation (SBI 3), the Subsidiary Body on 
Scientific, Technical and Technological Advice (SBSTTA 24) and the Open-Ended Working 
Group on the Post-2020 Global Biodiversity Framework (OEWG 3) are scheduled to take 
place from 12 to 28 January 2022 in Geneva, Switzerland.

The EU is represented at the Convention’s COP Bureau by Ms. Gabriele Obermayr (AT), and 
at the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) Bureau 
by Ms. Marina von Weissenberg (FI).  
 
4. 
The Presidency would like to invite the COP and SBSTTA Bureau members to participate in 
the meeting of the WPIEI (Biosafety) on 9 December 2021 under the agenda items related to 
the preparation of CBD COP 15 and its intersessional bodies. The Presidency considers that it 
is in the interest of the Council to allow the Bureau members to provide the most recent 
information on the planning of CBD COP 15, SBI 3, SBSTTA 24 and OEWG 3 to the WPIEI 
and to enable delegations to ask questions or provide comments to guide the members’ 
interventions in the Bureau. 
 
5. 
In view of the above, the Permanent Representatives Committee is invited to approve the 
attendance of the Bureau members at the meeting of the WPIEI (Biosafety) on 9 December 
2021.
