Dear Ms Blenner Rasmussen,
In the aforementioned requests of access documents for 2023/5186, 2023/5463,
2023/5185, 2023/5184, 2023/5183, requesting information on the EC Directorate General
for International Partnerships support to Philippines, please note that the EC Directorate
General for International Partnerships already provided a global reply to all of the requests
through the response titled
‘EASE 2023/5186 – Reply’ to initial request’ on 19/10/2023.
This reply included 18 identified documents providing the requested information on
INTPA (former DEVCO) supported programmes and initiatives, which overall amount for
an estimation of EUR 13.4 M.
To recall the following programmes were:
1. Strengthening Accountability and Civil Society Engagement with Local
Government Units (LGUs) for Stronger Disaster Response Mechanisms to Protect
Children and Women in Emergencies in Eastern Samar.
2. Empowering Municipalities, barangays, CSOs and People's Organizations through
Working together to Enhance disaster and climate Risk governance (EMPOWER).
3. Enhanced participation and Resiliency of 23 Coastal Communities in Eastern and
Northern Samar.
4. Disaster Risk Management & Institutional Strengthening of Local Government
Units Disaster Risk Management and Institutional Strengthening of Local
Government Units (DRM-IS).
5. Recovery and Resilience in selected typhoon Yolanda-affected communities in the
Visayas (Project recovery) with documents Closure note, Evaluation report
recovery and project recovery.

In the meantime, DG INTPA sent a clarification request to you inquiring on the source of
information. We welcome your clarification that your request was stemming from an
article with the information that the ‘European Commission was giving an additional €30
to the Philippine Government in a further boost to the European Union's reconstruction
assistance
in
the
wake
of
Typhoon
Yolanda/Haiyan
came
from

In this article, former Commissioner for International Cooperation, Humanitarian Aid and
Crisis Response Georgieva mentions EUR 30 M. We use this opportunity to recall that DG
ECHO is the department responsible for humanitarian aid and already sent a reply to your
request on ECHO support during the typhoon in September 2023.
