We refer to your request for access to documents of 23 October 2023 registered on 24
October 2023 under the above-mentioned reference number.
You request access to
“1- All correspondence (including email, SMS, private twitter and WhatsApp) since
January 2020 between commissioner Thierry Breton, and/or his cabinet and his cabinet's
officials with representatives from the cement companies Holcim, Republic Cement,
Cemex, Solid Cement Corporation (a subsidiary of Cemex Holdings), or PR companies
representing any of these companies, in which "coprocessing/co-processing" "cement
kilns" "plastic" "incinerators/incineration" or "waste management" were discussed.”
We regret to inform you that DG GROW does not hold any documents that would
correspond to the description given in your application.
As specified in Article 2(3) of Regulation (EC) No 1049/2001, the right of access as
defined in that regulation applies only to existing documents in the possession of the
institution.
Given that no such documents, corresponding to the description given in your application,
are held by DG GROW, DG GROW is not in a position to fulfil your request.
