Dear Foreign Policy Instruments Service (EEAS),

Under the right of access to documents in the EU treaties, as
developed in Regulation 1049/2001, I am requesting access to DG
Relex/EEAS
reports on the regular human rights dialogues between the
EU and Russia, the EU and China and the EU and Uzbekistan.

Please do redact the names of any private individuals named in the
files.

I am a journalist in Brussels. My contacts in the EU institutions
tell
me that these talks do not stack up to much. But at the same time
EU
leaders speak highly of them at summits.

I believe it is in the public interest to know whether the EU
really
is pursuing an ethical foreign policy, as it claims, or not.

Please send the documents to me in electronic format.
