Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001 and in the ECB's own 2003 Regulation, I am requesting documents which contain the following information:

Thank you for your response. Unfortunately your specification regarding
the “letters exchanged (sent and received) between the ECB and …….c) the
Irish Central Bank between January 2007 and December 2008” for all the
topics you mention under 1-7 below is too extensive/broad in terms of
subject matter over a long period of time.
 
An application for access to such an extensive list of topics cannot be
adequately addressed by our resources according to the deadlines
stipulated in Decision ECB/2004/3.  We would therefore ask that you
specify still further the topic(s) that are of particular interest to you
and further define the relevant time frame.

Thank you for your response.
As mentioned already in our initial reply, an application for access to
such an extensive list of topics cannot be adequately addressed by our
resources according to the deadlines stipulated in Decision ECB/2004/3.
Obviously, reducing the time span to one year facilitates matters.
However, your specification for “letters exchanged (sent and received)
between the ECB and …….c) the  Irish Central Bank between January -
December 2008” could be interpreted as covering also letters addressed
from the ECB President to all Governing Council members (and thus
including the Governor of the Central Bank of Ireland)  on the occasion of
Governing Council deliberations. Should this be the case, the list of
topics you mention under 1-7 below remains too numerous and also too
broad in terms of subject matter.
We therefore invite you to narrow down/define further your request by
inter alia narrowing down the topic(s) that are of particular interest to
you.

According to this Decision, the ECB shall provide a reply to your
application within 20 working days. Of course, we will make every effort
to respond to you within that deadline. However, as your request may
require the consultation of third parties, we would like to inform you
already at this stage that we may need to invoke Article 7.3 of the
Decision extending the time limit provided to reply by a further 20
working days. Should this be the case, we will inform you accordingly.
Regarding you second question the estimated number of letters, merely at
the level of the Governing Council, amounts to approx. 1250 in 2008 (this
number does not include the total number of documents which have been
transmitted to the Governing Council members; it reflects letters only; in
most cases cover letters).

As mentioned already in our initial reply, an application for access to 
such an extensive list of topics cannot be adequately addressed by our 
resources according to the deadlines stipulated in Decision ECB/2004/3.
Obviously, reducing the time span to one year facilitates matters.
However, your specification for “letters exchanged (sent and received) 
between the ECB and …….c) the  Irish Central Bank between January - 
December 2008” could be interpreted as covering also letters addressed 
from the ECB President to all Governing Council members (and thus 
including the Governor of the Central Bank of Ireland)  on the occasion
of  Governing Council deliberations. Should this be the case, the list of 
topics you mention under 1-7 below remains too numerous and also too 
broad in terms of subject matter.
We therefore invite you to narrow down/define further your request by 
inter alia narrowing down the topic(s) that are of particular interest to 
you.
