2017 TACs for Herring in Gulf of Riga

Dear Maritime Affairs and Fisheries,

Agrifish Council of Ministers came to a political agreement on fishing opportunities for the Baltic on October 10th 2016. Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Science used in the negotiations of the TAC for Herring in the Gulf of Riga illustrating:
- presence of a very strong 2015 year-class
- considerable increase of the spawning stock biomass steep if using TACs in accordance with the fishing mortality range set out in Annex I, column A of the Baltic MAP (2016/1139)
- density effects for the stocks if TAC had been used in accordance with the fishing mortality range set out in Annex I, column A of the Baltic MAP (2016/1139)
- serious harm to the stock caused by intra-species dynamics due to the density
