I had a short meeting with the CEO of the Confederation of Skilled Crafts of Dresden ( [Art. 4.1 (b)]

Confederation of Skilled Crafts and Small Businesses (

Handwerks – ZDH, representing more than 100 professions in the skilled crafts sector). 
Both expressed general support for TTIP and flagged some (limited and rather unspecified) offensive 
interests in public procurement. I mentioned mode 4 related issues, they promised to enquire. 
In terms of defensive interests, they flagged a general concern of undoing certain "safeguards" which they 
managed to maintain in the internal market (such as the "Große Befähigungsnachweis" –which requires 
certain qualifications if you want to run e.g. a carpenter's or plumber's business in DE). I explained the scope 
of what we usually do in the services/investment chapters of our FTAs and said that the mentioned 
requirement is not affected by our trade agreements except if it were applied in a discriminatory way.
