Dear Sir,
Copa-Cogeca took part in the stakeholder meetings organised by the IIASA, E4tech and Ecofys 
on the aforementioned Globiom project. We would therefore like to express our comments on 
the composition of the scientific expert group.
We are of the opinion that quantifying the ILUC impact of biofuels consumed in the EU using 
the Globiom model requires the expertise of scientists who have a background in agriculture,
due to the high number of hypotheses and data related to crop cultivation.
We would therefore recommend nominating two additional experts for the scientific expert 
group: Professor Dr Uwe Lahl (Germany) and Mr Alexandre Gohin (France). Please find the CVs 
of both experts attached.
A copy of this has also been sent to DG AGRI.

Uwe  Lahl
born 20. March 1951

Uwe Lahl holds a doctorate (Dr. rer. nat.) and a professorial degree (PD, Habilitation). He is 
associated Professor at Technical University of Darmstadt. Since 2010, Professor Lahl is also 
teaching at the University of Indonesia at the Faculty of Engineering in the Department of 
Environmental Engineering and is active at both universities in research (Climate Change / 
LUC). Since 2011 he is Professor at the University of Indonesia.
One of his subsequent professional appointments:
Head of the Directorate General for Environmental Health, Air Pollution Control, Safety of 
Installations and Transport, Chemical Safety at the Federal Ministry for the Environment, 
Nature Conservation and Nuclear Safety (2000-2010). During his time as Director General of 
the German Environment Ministry he was responsible e.g. for legislations in the transport sector 
including the biofuel legislation in Germany and Europe (via council).
One of his today´s research topics is biomass demands for climate change mitigation.  At TU 
Darmstadt he is director of an international research project (TU-Kassel, IFPRI, CIFOR) which 
is financed from the German government concerning LUC and the future biofuel demand. This 
project is analyzing (MIRAGE, LandSHIFT etc.) the dependence of LUC results on different 
governance scenarios on the regional level. Key countries are: EU/Germany, Ukraine, Belarus, 
Russia, Indonesia, Brazil and Costa Rica. In this project, also discontinuities of scenarios are 
considered, like the actual “moratorium decision” of the Indonesian government.
