In the previous correspondence, the managing authority confirmed that the project "Sistem 
Informatic pentru Oficiul Roman de Adoptii", code SMIS 48065, having as current 
beneficiary the Romanian National Authority for the Rights of the Child and Adoption, was 
selected for EU funding under the priority axis 3 of the programme and is currently in the 
implementation phase. 
Considering the high sensitivity of the processes supported by this IT system, we 
recommend the Managing Authority to give, in the monitoring process, high consideration to 
the following issues: 
•  The IT system in question should support processes  that are fully compliant with the 
UN Convention on the rights of the child (in particular with Article 21 on the Rights 
of the Child) and that the UN Guidelines for the alternative care of children are 
adhered to prior to any decisions being taken on adoption; 
•  The IT system should fully ensure the right of privacy of the children, as provided by 
Article 16(1) of the UN Convention on the Rights of the Child; 
•  The IT system should have adequate safeguards (e.g. user access rights, protection of 
personal data) that will allow preventing any unlawful use of information (e.g. for 
child trafficking purposes); 
•  The adequacy of the project budget and the legality and regularity of the public 
procurement process.
