Annotation: 
The Marrakech Declaration on the Prevention of Corruption, adopted during the Fourth Session of 
the Conference of the States Parties to the Convention (COSP/UNCAC), encouraged States parties 
to integrate anti-corruption policies into broader crime prevention and criminal justice reform 
strategies and public sector reform plans.  
Anti-corruption measures should be embedded in coordinated policies rather than carried out in 
isolation or in an ad hoc manner. Article 5 of the United Nations Convention Against Corruption 
reinforces the spirit of the Convention in preventing and combating corruption not as an end in 
itself, but, more broadly, to promote integrity and accountability as well as the proper management 
of public affairs. Therefore, national anti-corruption policies face the challenge not only of building 
connections between the realms of corruption prevention and law enforcement, but of linking these 
efforts to broader governance reforms. 
In order to carry out these obligations effectively, States often develop and implement 
comprehensive anti-corruption strategies to address prevention, detection and investigation of 
corruption. 
Speakers may wish to focus on sharing their national efforts to support the development and/or 
revision of comprehensive national anti-corruption strategies and strengthening the coordination 
role of anti-corruption agencies.  
For the consideration of the panel’s topic a brief introduction will be made by the moderator of the 
panel, Dr. Eduardo Vetere, Vice President of the International Association of Anti-Corruption

THE INTERNATIONAL ASSOCIATION OF ANTI-CORRUPTION AUTHORITIES 
Education is a crucial element in any attempt to effectively address the phenomenon of corruption. 
Through the transmission of knowledge regarding the risks of corruption and its effects, it is not 
only possible to foster attitudes that do not tolerate corruption and develop skills, but it will also 
promote a culture of confidence and lawfulness and allow individuals to resist social and cultural 
pressures when faced with corrupt practices. 
The international anti-corruption community recognizes the significant role of education in fighting 
corruption, and that criminalization and punishment are not sufficient on their own. In its resolution 
5/5, the Conference of the States Parties to the United Nations Convention against Corruption 
recalled that States parties should continue to strengthen awareness-raising measures and education 
throughout all sectors of society, and encouraged States to promote educational programmes and 
make other efforts to foster a culture that promotes respect for the law and integrity.  
For the consideration of the panel’s topic on tackling corruption through education: a multi-
stakeholder approach to prevention, a brief introduction will be made by the moderator of the panel, 
Mr. Dimitri Vlassis, the Secretary of the Conference of the States Parties to the United Nations 
Convention against Corruption. The Secretary will elaborate on recent work carried out by 
UNODC in the area of anti-corruption education and the latest developments in this regard.

In its resolution 5/6 the Conference of the States Parties to the United Nations Convention against 
Corruption urged States to raise awareness within the whole private sector on the need to establish 
and implement appropriate anti-corruption ethics and compliance programmes and foster increased 
dialogue and cooperation between the public and private sector in anti-corruption efforts.  
Speakers may wish to identify and address key challenges faced by the public and private sectors in 
the prevention and combat of corruption, as well as to discuss key public-private partnerships that 
can be undertaken to promote transparency and integrity, in a manner which ensures advancing the
