 on Sections 1 – 2.2 
 
 proposes a standalone paragraph on disability. The new text is highlighted. 
 
30. The EU and its Member States wil  give special attention to the most disadvantaged and vulnerable 
and marginalised groups, including children, the elderly, persons with disabilities, LGBTI and indigenous 
peoples. This wil  include measures to better target, protect and support these groups in order to offer 
them the same opportunities and rights as everyone else, in line with the principle of leaving no-one 
behind. 
 
31. An estimated one bil ion people across the global have a disability, 80% of whom live in 
developing countries. People with disabilities are often the poorest in their communities, facing 
significant levels of stigma and discrimination.
 The EU and its Member States will take into account the 
specific needs of persons with disabilities in their development cooperation. They will vigorously 
promote the rights of persons with disabilities and take stronger measures, including strengthening 
disability data, to ensure their ful  inclusion in society and their equal participation in the labour market.
