Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I am requesting access to documents, including email correspondence, that contain the decision not to hold the 4th ACP Civil Society Forum meeting. I would also like any documents, including email correspondence, that contain the decision on how to allocate funds that were destined for said meeting.

I would like to ask why you did not reply my access to information request to Development & Cooperation - EuropeAid (DEVCO) through ASKtheEU.org http://www.asktheeu.org/en/request/4th_a...

It is important that others can follow the request.

Concerning the letter you have sent me, saying that “ I would like to inform you that we have not been able to identify any document or e-mail correspondence on file that contain either a decision not to hold a 4th ACP Civil Society Forum or a decision on how to allocate funds that may have been destined for such meeting. I would like to recall the information already provided to you in connection with your complaint 809/2014/DK to the European Ombudsman as well as my reply of 13 November 2014 to your request for access to documents (Gestdem 2014/5068): As mentioned, the EU financially supports certain operational activities of the ACP Secretariat linked to its mandate. These funds are used in accordance with the priorities and annual work programmes established through applicable internal procedures of the ACP Group of States, in which the European Commission takes no part. You would therefore need to contact the ACP Secretariat in this respect,”

I would like to ask you if there are documents and emails regarding the decision to hold the 4th ACP CSF meeting (instead of not to hold) as well as documents and emails about the organization of the First ACP CSF meeting in 2001, the Second ACP CSF meeting in 2006 and the Third ACP CSF meeting in 2009 in order to know how the Commission financially supported these meetings and organised them together with the ACP Secretariat. Without the cooperation and financial support of the Commission these meetings would not have been organised.

Regarding the 4th ACP Civil Society Forum: by email and post the Chairman of the ACP CSF has sent the letter dated 9 January 2013 to Ms. Raymond, saying that: “This letter serves as the formal request for the new date for the convening of the 4th ACP CSF in Brussels 2013. Due to the ACP Heads of State Meeting in December 2012 in Malabo, Equatorial Guinee, the 4th ACP CSF could not be organized in January 2012 as you had scheduled. I refer to your correspondence of 25 July 2011, Ref: 8/8/35(Vol.2)11, in which you informed us about the scheduled date for the 4th ACP Civil Society Forum and requested recommendations from the Chairperson for one National Civil Society Representative from each member country to attend the 4th ACP CS Forum which you scheduled to be held at the ACP Secretariat from 7th – 9th November 2011. As requested my letter dated 29th August 2011, Ref: 9/3/08/ACPCSF-03, provided you the requested recommended list of national representatives to attend the fourth 4th ACP Civil Society Forum as well as the activities report which outlines how members have been structured to fulfill the objectives of the ACP Civil Society Declarations and Plans of Action of the meeting of the 2nd & 3rd ACP Civil Society Forum in 2006 and 2009. Members participated through their Bureau representatives to achieve the objectives of the Forum’s Declarations and Plans of Action. Also at your request we provided you the Concept Note in October 2011 when you informed us that the 4th ACP CSF would take place in January 2012 instead of November 2011. Please feel free to send any further request for information that you may require and we will do our utmost to respond adequately. Attachments: 1. Letter Ms. Raymond of 25 July 2011, Ref: 8/8/35(Vol.2)11; 2. Letter Lawman Lynch 29th August 2011, Ref: 9/3/08/ACPCSF-03; 3. Letter Concept Note 31 October 2012; 4. Concept Note for the 4th ACP CSF which was scheduled to take place in January 2012”.

ACP Civil Society Forum is still awaiting the reply of this letter and formal request for the new date for the convening of the 4th ACP CSF in Brussels.
