Dear Ms Witteman,
I refer to your e-mail dated 2 November 2018, registered under the abovementioned
reference number, in which you request:
(A) "… a list of all meetings held by DG Fisma with representatives of Philips since
1 January 2011, relating to (possible) EU-investments in Africa such as the
development of the External Investment Plan and Trust Funds”.
(B) “… emails, minutes and reports relating to those meetings”.
In your e-mail of 5 November 2018 replying to our clarification request of the same date,
you confirmed that your application concerns DG DEVCO and not DG FISMA.
1. REQUEST FOR ACCESS TO INFORMATION
I note that, for point (A) of your request, you also make reference to Regulation (EC) No
1049/2001 regarding public access to European Parliament, Council and Commission
documents. However, this part of your request does not concern access to one or more
existing documents, but to information, which would have to be compiled and processed
for this specific purpose. Therefore, for part (A) your request does not qualify as an
application for access to documents under Regulation (EC) No 1049/2001, but as a
request for access to information, which shall be handled under the Code of Good
To this end, please find attached the requested list of meetings and phone calls for the
period 1 January 2011 – 2 November 2018.
Please note that the External Investment Plan was proposed by the Commission on
14 September 2016, therefore no meetings have taken place in this context before that

Point (B) of your request is handled as a request for access to documents under
