Dear Mr Teffer,
We refer to your e-mail dated 31 January 2019 in which you make a request for access
for the following documents:
- A list of meetings with (representatives of) organisations and self-employed individuals
held by commissioners Günther Oettinger, Cecilia Malmström, and Johannes Hahn at
the World Economic Forum this year.
- All documents - including but not limited to minutes, (hand-written) notes, audio
recordings, verbatim reports, operational conclusions, lines to take, e-mails, and
presentations - related to those meetings in Davos
Your request has been split between DG TRADE and DG BUDG. DG TRADE replies to
your request under reference number
GestDem No 2019/0594 while DG BUDG will
reply to your request separately under GestDem No 2019/0593.
Commissioner Cecilia Malmström did not hold any meetings with representatives of
organisations or self-employed individuals at the World Economic Forum this year in
Davos. Consequently no documents corresponding to the description given in your
application were found.
As specified in Article 2(3) of Regulation 1049/2001, the right of access as defined in
that regulation applies only to existing documents in the possession of the institution.

Given that no such documents, corresponding to the description given in your
application, are held by the Commission, the Commission is not in a position to fulfil
your request.
However we can confirm that Commissioner Malmström’s participation in Davos was
focused on a number of bilateral meetings with her counterpart Ministers from different
countries, as well as participation in a number of trade related meetings organised by
other countries on the multilateral trade agenda.
Commissioner Malmström participated on Thursday 24 January as a speaker in the
following World Economic Forum sessions 1:
“The Future of the European Union”;
“Global Trade at a Tipping Point”;
“The new impetus for Europe”;
“Putting Europe’s Union to the test” (France24)
Commissioner Malmström participated in the WTO informal ministerial gathering that
led
to
the
launch
of
talks
on
e-commerce
on
