Dear Ms Paserman,
I am following up on the meeting we had in February together with Social Platform and
Eurodiaconia on public social investment in the EU’s macroeconomic and fiscal policy coordination
framework (see below).
As the European Confederation of Independent Trade Unions (CESI), Eurodiaconia and Social
Platform, we would like to invite you to a high‐level roundtable discussion meeting on “Ways to
promote more public social investments during the 2018 European Semester cycle”.

Commission’s Social Pillar conference yesterday. This discussion paper is also a result of a series of
workshops organised by the EPC on the subject.
This enclosed discussion paper (accompanied by a more elaborate ‘raw text’) shows potentially
practical ways to enable and encourage more public social investments in the EU Member States,
which we have worked out during the last months together with Social Platform and Eurodiaconia. It
synthesises our work on this topic so far (including feedback we got during the workshops of the
EPC) but I would like to stress that it is, so far, a working document which has not been formally
adopted yet by our respective organisations. The same applies to the ‘raw text’. In any case, the
main purpose of the documents is to drive debates and see which solutions for more public social
investments in Europe may be possible.
For your information, on January 12 we already organised a joint roundtable discussion to gather
additional feedback from representatives of the EU institutions and civil society organisations.
Andriana Sukova‐Tosheva kindly attended on behalf of the European Commission. (Please see our

In the context of the discussion you had with Ms. Hainsworth, Ms. Roy and Mr Heeger this Monday,
I am contacting you to ask if it would be possible to hold a meeting with him to discuss this CESI‐
Eurodiaconia‐Social Platform initiative in greater detail. I would be glad if you could suggest some
days and slots that could work out with you. Based on your suggestions, we would also try to
convene the EPC CEO Fabian Zuleeg to attend the meeting too.
