Taskforce Fining meeting

1. Welcome and adoption of the agenda
The draft agenda was approved by the members of the expert subgroup.
2. Fining practice
shared their first experiences regarding the imposition of fines after the entry into
force of the GDPR.
The members of the expert subgroup also discussed how to proceed if a decision is challenged
before the courts.
also presented their experiences in this regard. So far, 11 sanctions have been imposed and 7
of them were fines. All the cases concerned illegal video surveillance systems. The members of the
subgroup discussed the procedure and shared their views.
Ad hoc, DE presented a recent fining case in Germany and explained the current German practice on
the calculation of fines.
Regarding current cases, 10 members of the expert subgroup affirm to have pending cases started
after the entry into force of the GDPR.
3. Presentation of Confluence (SEC)
The EDPB Secretariat presented the new IT-system for non-OSS collaboration. The Secretariat
explained the context behind it. The idea is to develop a knowledge-based tool where all the SAs can
share relevant information. Members of the expert subgroup are asked to provide feedback on it,
especially with regard to the two options presented for the Fines Register.
6. Next steps/To-do
will keep working on the fining decisions register, to be introduced in Confluence.
- The members of the expert subgroup will send written feedback to the Confluence team on the use
of this tool and how to design it for the specific needs of the expert group.
