for Research and Innovation (2014-2020)
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) No 1291/2013 of the European Parliament and of the
Council establishing Horizon 2020 – The Framework Programme for Research and
Innovation (2014-2020) (hereafter the ‘H2020 Framework Programme Regulation’)1,
Having regard to Council Decision 2013/743/EU establishing the specific programme
implementing Horizon 2020 – the Framework Programme for Research and Innovation
(2014-2020) (hereafter the ‘ H2020 Specific Programme Decision’)2,
Having regard to Regulation (EU) No 1290/2013 of the European Parliament and of the
Council laying down the rules for participation and dissemination in Horizon 2020 - The
Framework Programme for Research and Innovation (2014-2020) (hereafter the ‘Rules for
Participation’)3, and in particular Article 15 thereof,
Having regard to Regulation (EU, Euratom) No 966/2012 of the European Parliament and of
the Council of 25 October 2012 on the financial rules applicable to the general budget of the
Union4 (hereafter the ‘Financial Regulation’), and in particular Article 133 thereof,
Having regard to the Commission Delegated Regulation (EU, Euratom) No 1268/2012 of 29
October 2012 on the rules of application of Regulation (EU, Euratom) No 966/2012 of the
European Parliament and of the Council on the financial rules applicable to the general budget
of the Union5 (hereafter the ‘Rules of Application’), and in particular Article 204 thereof,
Whereas:

By Decision C(2013) 8631 of 10 December 2013, as last amended by Decision
C(2014) 4995 of 22 July 2014, the Commission adopted its work programme for
2014-2015.
(2)
On the basis of this work programme, the Commission published the call for proposals
H2020-INFRAIA-2014-2015 – with the deadline 2 September 2014.
(3) The
Commission
received 58 proposals under the topic INFRAIA-1-2014-2015.

None of these proposals failed to satisfy the admissibility/eligibility criteria set out in
the work programme/call.

58 proposals were evaluated and ranked by independent external experts, in
accordance with the procedures set out in Article 15 of the Rules for Participation,

Article 133(1) of the Financial Regulation and Article 204(1) of the Rules of
Application.

Following this evaluation (and having regard to the available budget – within the limit
of the maximum variation of up to 20% of the indicative budget set out in the work
programme –), the Commission
authorising officer drew up a call ranked list,
including proposals to be invited to ‘grant preparation’.
(7)
During grant preparation, the Commission
authorising officer finalised further checks
on double funding, ethics, security, operational and financial capacity and non-
exclusion.
(8)
This decision concerns successful proposals which – under Article 5(7) of the Horizon
2020 Specific Programme Decision – require a Commission award decision in
mode
décisionnel.
(9)
These decisions have been delegated by Commission Decision C(2014) 7046 of 1
October 2014 to the Director(s)-General that are competent for implementing the
relevant part of the Horizon 2020 Framework Programme.
(10)
In accordance with the procedure referred to in Article 5(7) of the Specific Programme
Decision, the Programme Committee for the specific programme implementing
Horizon 2020 – the Framework Programme for Research and Innovation (2014-2020)
was consulted on the list of proposals that should be funded. The measures provided
for in this Decision are in accordance with the opinion of this programme committee.

As a result, the proposals listed in the Annex should be funded,
HAS DECIDED AS FOLLOWS:
Sole Article
The proposals listed in the Annex are selected and awarded a grant, for the maximum
amounts set out in that Annex.
