 introduced the coalition and its 22 partners (private, NGOs, 
federations) as well as their Manifesto launched in March 2019. Focus is on Health in 
all Policies (HiAP) and cross-sectoral collaboration where they see untapped 
potential to enhance the wellbeing of Europeans. She made the link with the concept 
of ‘Economy of Wellbeing’ promoted by FI presidency. The Coalition intends to 
develop recommendations to feed into planned Council Conclusions on this topic. 
x  Anne welcomed the initiative and asked participants to help promote the health 
agenda in non-health portfolios.  
x  She highlighted the importance of health on the EU policy agenda (Sibiu 
Communication, Strategic Agenda, SDGs), presented as an issue of fairness (access to 
healthcare and medicines, inequalities,…).  She expressed hope to strengthen the 
health aspects in the new EP. SANTE also encouraged the coalition to help identify 
MEPs outside ENVI Committee committed to health agenda.  
x  SANTE understands that re-activation of Intergroup on health in EP can be seen as “a 
silo approach to health” (mentioned by EPHA), it has however the advantage of 
giving structure and visibility to health issues in the EP.  

x  Anne mentioned lots of knowledge and actions about HiAP from SANTE (e.g 
Directorate C- health cluster research with RTD, HPP as an opportunity, transport 
and environment/climate change, actions around health determinants, + prominent 
role in European Semester and newly EFS+ programme).  
x  Anne also stressed the resource implications of effectively implementing health in all 
policies (to provide health evidence and bring health constituency to other sectors). 
She therefore expressed the need to identify areas with clear synergies and focus on 
selected priorities. She also stressed the usefulness of support from stakeholders like 
the coalition in reaching out and advocating beyond the health circle.
