We refer to your request for access to document dated and registered on 11/02/2021
under the above mentioned reference number.
You request access to :
-“ all correspondence, including attachments (i.e. any emails, mail correspondence or
telephone call notes) between the Secretariat General, including any Cabinet Members
and/or officials, and Ms Nathalie Tocci
- a list of all meetings and/or calls attended by the Secretariat General, including any
Cabinet Members and/or official, that were attended by Ms Nathalie Tocci as well.
The list should include:
- date, individuals attending and organisational affiliation, list of issues discussed, as
well as minutes and other reports of these meetings and/or calls;
- all documents prepared for the purpose of the meetings issued both in preparation and
after the meetings took place”
We regret to inform you the Secretariat General does not hold any documents that would
correspond to the description given in your application, as :
- Mrs. Tocci acted as adviser for the High Representative/Vice President
- The Secretariat General has not had any direct contacts with Mrs. Tocci, be it by e-
mail, phone or otherwise.
- The Secretariat General has not organised any meeting in which Mrs Tocci
participated.
- Officials of the Secretariat General have participated in 3 meetings organised by the
HRVP Cabinet or the EEAS in the run-up to the adoption of the HRVP’s Global
strategy (2016 – 2 meetings)) and the Joint Communication on Resilience (2018 – 1

meeting) and in which Mrs. Tocci was present. The Secretariat-General does not hold
any specific documents related to these meetings.
As specified in Article 2(3) of Regulation (EC) No 1049/2001, the right of access as
defined in that regulation applies only to existing documents in the possession of the
institution.
Given that no such documents, corresponding to the description given in your
application, are held by the Secretariat General, we are not in a position to fulfil your
request.
In accordance with Article 7(2) of Regulation (EC) No 1049/2001, you are entitled to make
a confirmatory application requesting the Commission to review this position.
Such a confirmatory application should be addressed within 15 working days upon receipt
of this letter to the Secretary-General of the Commission at the following address:
