CDT
CDT is a hybrid between think-tank and NGO;
CDT is a multi-stakeholder convener both in the US and Europe. Really keen to be
helpful facilitator of public opinion;
Reflecting on how CDT can we be helpful in the process. Particular focus on notice
and action;
CDT has colleagues with deep expertize on Section 230 CDA. We have history of
involvement in cases that have been brought to the US Supreme Court;
We consider that legality of speech should not be made by private companies. We
need to get away from black-and-white solutions;
We are getting sense that the lack of enforcement of GDPR is contributing to the
problems related to the spread of disinformation;
We also see micro-targeting people/recommender system as another piece relevant for
disinformation;

We have been looking at the impact on fundamental rights, in case of too much
removal and possible un-intended consequences of notice such as incentive to over-
removal as part of our work on DSA;
DSA is not only tackling issues related to illegal content, but also has impact on
harmful content, in particular as regards risk assessment of VLOPs and possible
mitigating measures;
We have been looking at different models from different sources; no “
one-size-fits-all”
approach;
There are so many different attempts to do things – not doing anything is not a
solution; we try to learn from different models and propose rules that tackle the
identified problems;
