I am writing to request a meeting with you on behalf of the Rerollers Platform for a Competitive EU Steel
business.
The Rerollers would be highly appreciative of a meeting with you in your capacities as Head of Cabinet
and Member of Cabinet for Commissioner Dombrovskis in order to discuss the upcoming Carbon Border
Adjustment Mechanism (CBAM) and key challenges and concerns presented to the steel rerolling
the global trade impact and competitiveness of the
EU reroller business model.
The Rerollers would welcome the opportunity to present some pragmatic solutions to these concerns,
including the notion of an individual adjustment mechanism (IAM) covering the full value chain, which
studies from WTO legal experts have found could dramatically improve not only the economic benefits
of carbon pricing but also the legal prospects of CBAM being able to comply with WTO rules. In
particular, the Rerollers would like to discuss how the IAM can be part of the most intelligent CBAM
design that upholds the polluter pays principle,
ambitions whilst at the same time limiting market distortions and carbon leakage and maintaining the
global competitiveness of EU industry.
By way of background, the Rerollers Platform includes international manufacturers NLMK, Metinvest
and Vitkovice which are active in France, Belgium, Denmark, Czechia and Italy. They import semi-
finished steel products called slabs for reheating, rolling, coating and other production steps in Europe,
with the main value added in the EU and close to the consumer. The EU reroller business model
represents 8% of the EU flat steel output, or close to 10 million tonnes. Rerolling is an integral part of a
competitive EU steel industry and represents over 25,000 jobs in the EU.
Given the fast approaching deadline for the proposal on CBAM we would like to urgently discuss these
concerns with you. Whilst appreciating your very busy schedules, could you please let us know if a
meeting in the next few weeks would be possible?
