Access to data in not open format

We're waiting for Chantal VIALA to read a recent response and update the status.

Dear European Food Safety Authority,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information cited in https://dwh.efsa.europa.eu/bi/asp/Main.a... in an open format.

Indeed, it's impossible to use the data in this web page because they are published under Adobe Flash format. It's a closed- source format : text can't be neither copied nor printed and hence are unusable. There is no way to convert Adobe Flash data to an open format.

Closed-source format data are a major impediment to transparency. Ans as told in Transparency Portal (1)
(As a European citizen, you have a right to know how the European institutions are preparing these decisions, who participates in preparing them, who receives funding from the EU budget, and what documents are held or produced to prepare and adopt the legal acts. ) You also have a right to access those documents, and make your views known, either directly, or indirectly, through intermediaries that represent you.

I expect these data as one more proof of transparency.

Dear Ms Viala,

 

In accordance with the established legal framework, EFSA distinguishes
between access to documents falling within the scope of [1]Regulation (EC)
No 1049/2001 and access to information.

 

As per your request at hand, EFSA considers it as a request for
information since, first, it’s a request for data aleady publicly
available and, second, your question relates to the formatting in which
the data was made available.

 

Under Regulation (EC) No 1049/2001, EFSA shall supply documents in an
existing version and format, in accordance with Article 10(3). The data
for the moment only exist in the published format.

 

However, please be informed that the OpenFoodTOx database is already in
our data curation pipeline. Once the curation has been completed,
including transformation into tab separated text format, it will be
published on [2]EFSA Knowledge Junction. The Knowledge Junction is a
curated, open repository for the exchange of evidence and supporting
materials used in food and feed safety risk assessments.

 

We will contact you as soon at the dataset is published in the different
format, in order for you to access it as soon as possible.

microstrategy tool to visualise the OpenFoodTox database on personal
computers, smartphones and tablets in html format from the following link:

Therefore, now the data is accessible in a different format from the
database. In order to access it, please follow the indications below.

 

By clicking on "All" on the left hand window, all the toxicological data
from the database appears in the right hand side window. These data can be
downloaded to Excel for all the compounds for each section of the database
(e.g. EFSA outputs, hazard characterisation: reference points) by
simply clicking on the arrow as shown below for the hazard
characterisation: reference points:

included in the OpenFoodTox database in a different from the Adobe Flash
format in which it was originally made available.

understand whether you succeeded to access the data and whether you
confirm that your public access to documents request was therefore
addressed. If this is the case, we consider your request as closed.

However, should you want to exercise your right to appeal the decision of
12 April 2017 by a confirmatory application, you may write to EFSA at the
