All documents of EU citizens in allegations against UK violating EU law
Dear Secretariat General of the European Commission,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Having experienced in the past
- that UK violates EU law (e.g.
-- forced adoptions of children of EU parents (non UK citizens)
-- attempts of forced adoptions of EU parents childrens
-- international The Hague child abductions to UK through mothers are ignored,
-- child contact orders are not enforced in UK),
- knowing that EU citizens have not been protected in the past against UK authorities
- and expecting that EU citizens are are even even worse protected after a Brexit
I request all documents of allegations against UK.
This includes:
- all petitions (including the rejected ones) against UK
-- e.g. forced adoption of EU citizen children who have been taken away from their parents
-- no enforced child contact orders who were petitioned
-- all complaints against UK authorities using UK civil and criminal law against EU citizens
Further I request all documents that have been given to:
- the EU parliament
- the EU commission employees
- the Head of states and ministers for past and upcoming events in negotiations about Brexit (that have been prepared up to the time when this FOI request is answered).
Unfortunately there are strong indications that the EU Commission and the EU Parliament are hiding violations of the United Kingdom against EU law and human rights for having easy Brexit agreements that will not protect EU citizens in UK after BREXIT.

Subject: Your application for access to documents.
We refer to your e-mail dated 16/10/2018 in which you make a request for
access to documents.
The description given in your application does not enable us to identify
concrete documents which would correspond to your request.
Your request “all documents of allegations against UK”. You indicate that
this includes: "all petitions (including the rejected ones) against UK --
e.g. forced adoption of EU citizen children who have been taken away from
their parents-- no enforced child contact orders who were petitioned-- all
complaints against UK authorities using UK civil and criminal law against
EU citizens".
These indications do not allow us to understand what documents you are
looking for and conduct the necessary searches. For example, it is not
clear to us what you mean by indicating “all petitions (including the
rejected ones) against UK” or “all complaints against UK authorities
...citizens”.
We would like to draw your attention that Regulation 1049/2001 applies
only to documents which are in the possession of the Commission.
We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No
1049/2001 regarding public access to documents, to provide us with more
detailed information on the documents which you seek to obtain, such as
references, dates or periods during which the documents would have been
produced, persons or bodies who drafted the documents etc.
The 15 working days the time limit for handling your application will
start running when we receive the requested clarifications.

to have it more clear - as it is said 'in possession of the commission'
and it was requested:

You indicate that

As I know, for every petition to the EU parliament, the EU commission is requested to give a position statement. Therefore you also have the original petition.
1. Please provide these documents where the current EU Memberstate UK is involved (and UK even after Brexit)
2. Please provide all documents where EU citizens complained to the EU commission or got clarifications in reference to UK. This includes all that has been given and prepared from the EU Commissions civil justice policy and EU commissions criminal justice policy.
After having received these documents I will clarify what is missed.

We refer to your request dated 16/10/2018 in which you make a request for
access to documents, registered on 16/10/2018 under the above mentioned
reference number, and for which we received your clarifications, by
e-mail, on 6/11/2018.
Our unit is responsible for 'Relations with the European Parliament' and
one of the sectors is dealing with petitions on which the European
Parliament’s Committee on Petitions requires information from the European
Commission.
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 27/11/2018.
The scope of your application appears to be very broad. Over 400 petitions
that we received from Parliament could potentially correspond to your
request. However, we understood from your clarification that you are
particularly interested in issues related to child adoptions in the United
Kingdom. Could you confirm that this indeed your interest in obtaining
these documents?
We have identified several petitions concerning the United Kingdom and
forced child adoptions, on which the European Commission has provided
information to the European Parliament. This information is included in
the notices to members, which address the petitions received by the
Parliament. These notices are publicly available on
[1]http://www.europarl.europa.eu/committees....
The reference numbers of those petitions are the following: 0492/2012,
1707/2013, 2468/2013, 0081/2015 and 0321/2018.
An extended time limit is needed to retrieve these documents and to assess
them, particularly as regards data protection requirements.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 18/12/2018.
Furthermore, please note that the European Parliament does not transmit to
the European Commission the petitions that were declared 'inadmissible'.
We apologise for this delay and for any inconvenience this may cause.

Dear Mr Zinser,
Following your request for access to documents and my e-mail on 27
November 2018 please find enclosed copies of the documents related to
petitions 1707/2013, 2468/2013, 81/2015 and 321/2018.
The petition 492/2012 which was listed in the above mentioned e-mail,
after closer verification does not match your request and therefore has
not been processed.
However, we have identified two other petitions related to the ‘foster
care’ which might be of interest for you (petitions 2287/2013 and
2473/2013) and for which the Commission has issued a joint reply. These
documents have also been enclosed.
