Thank you for contacting the Europe Direct Contact Centre.
In addition to the information we have provided you with in our reply to your enquiry number 101000226244, we would like to inform you of the following:
EU citizens are nationals of EU Member States. On the basis of their EU citizenship, they enjoy the rights EU law confers on EU citizens, such as the right of free movement and voting rights to European and local elections. Citizenship of the Union is linked to national citizenship. Once a Member State leaves the EU, its citizens who do not have the nationality of another EU Member State will no longer be EU citizens and benefit from the special status linked to EU citizenship.
As regards the proposal to create an associate citizenship for UK citizens, while having sympathy for the UK nationals that wanted a different outcome of the referendum, under the current EU treaties, EU citizens are nationals of EU Member States. Citizenship of the Union is linked to national citizenship and each Member State decides in a sovereign manner on the conditions for acquiring its nationality.
Until the process for withdrawal from the EU according to Article 50 TEU has been completed, the UK remains a member of the EU with all rights and obligations of a Member State. EU law continues to apply to the full to the UK and in the UK until it is no longer a member. This also means that until this moment has come, British citizens continue to enjoy the rights of EU citizenship.
For your information, the European Commission recorded on 22 March two European Citizens' Initiatives concerning the rights of Union citizens in the context of the withdrawal of a Member State from the EU. The formal registration of the initiative "EU Citizenship for Europeans: United in Diversity in spite of jus soli and jus sanguinis" took place on 27 March and for the initiative "Retaining European Citizenship" on 2 May. These registrations start a one-year process of collection of signatures in support of the proposed European Citizens' Initiative by their organisers, according to the Regulation n°211/2011: http://europa.eu/rapid/press-release_IP-...
