Attendance at COREPER meetings 2020-21

Dear Council of the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting information regarding the attendance of third parties at formal or informal meetings of Coreper I or Coreper II in 2020 and 2021. Specifically I would like to receive information regarding attendees who were neither representing an EU institution, nor part of a member state delegation. This information should include:
1. the date of the meeting
2. the name and organisational affiliation of those attending
3. the topic which they discussed/ addressed
4. whether they attended for the full meeting or part of it

Dear Ms. Cann,

Thank you for your email of 24 June 2021. You refer to Regulation
1049/2001 as basis for your request for “information regarding attendees
who were neither representing an EU institution, nor part of a Member
State delegation” at “formal and informal meetings of Coreper I or Coreper
II in 2020 and 2021”.

According to Article 6 (1) of the Council Rules of Procedure, «(…) the
deliberations of the Council shall be covered by the obligation of
professional secrecy, except in so far as the Council decides otherwise».
Therefore, as a rule, third parties are not invited to attend meetings of
the Council. Inviting them may be authorised only exceptionally in duly
justified cases.

This applies also to the meetings of Coreper. Coreper may therefore decide
by a simple majority to invite a third party for a specific item on its
agenda, in a way that preserves the autonomy of its deliberations. 

In reply to your question, I can inform you that, in 2020 and to date,
Coreper I did not invite any third party, other than representatives of EU
institutions or bodies to one of its meetings. Coreper II invited only one
external guest at a lunch organised on 3 March 2021. Mr António Vitorino,
the Director-General of the International Organization for Migration, was
invited to speak about international trends in migration.
