COARM Meetings 2013

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information on
the Working Party on Conventional Arms Exports (COARM),
specifically agendas, documents and conclusions considered at COARM meetings
that took place between January, 1st 2013 and now, considering now as the day you are able to answer.
I would prefer to receive this information in PDFs if possible.

Dear Madam,
Further to our mail dated yesterday, let us give the following
information.
Your request will be examined by the EEAS, together with the General
Secretariat of the Council of the EU and by the European Commission, on
the basis of Regulation (EC) No 1049/2001 of the European Parliament and
of the Council regarding public access to European Parliament, Council and
Commission documents[1]^^[1] (hereafter the "Regulation") and specific
provisions of the Council's Rules of Procedure[2]^^[2].
We will make every effort to process your request as quickly as possible.
We wish, however, to draw your attention to Article 6(3) of the above
Regulation, which provides that "In the event of an application relating
to a very long document or to a very large number of documents, the
institution concerned may confer with the applicant informally, with a
view to finding a fair solution."
In order to process properly your request and in view of the very large
number of documents likely to be covered by your application and the need
to perform a thorough research to identify the documents incumbent upon
the institution, we are unable to process your request within the
time-limit laid down in Article 7(1) and (3) of Regulation No 1049/2001.
Under these circumstances, we hope that you will be able to accept that
your request will be processed as quickly as possible. The time-limit
necessary to process your request will depend on the number of documents
identified and therefore to be examined.
We could possibly give you a quicker reply should you focus your request
on the topic(s) you are particularly interested in. You can contact us for

We have created a list of COARM meetings that you will find attached. We
are consulting the Council's Secretariat on the releasibility of these
documents that originate from them. We will come back to you as soon as we
have a feedback.
You will also find below a list of topics that were examined by COARM.
Could you please let us know which topic(s) you are interested in so that
we can focus on the relevant documents?
1. Information exchange on export policies;
2. Annual report on arms export;
3. Wassenaar arrangement;
4. COARM political dialogues;
5. ATT;
There are indeed a lot of documents exchanged in the framework of COARM
activities, most of them originating from Member States and we have the
obligation to consult the originating Member States for any document
before possibly making it public. This process is very time and resource
consuming and we would therefore like to limit it to the documents most
relevant for your purpose.
