COM (2015) 177 restriction or prohibition the import of GMO food and feed
Dear Health and Food Safety,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
In the explanatory memorandum to proposal COM (2015) 177 for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL amending Regulation (EC) No 1829/2003 as regards the possibility for the Member States to restrict or prohibit the use of genetically modified food and feed on their territory, published on 22.4.2015, as well as in the accompanying communication, it is explained that the proposal at hand was the result of the "Commission's review of the decision-making-process for authorising GMOs." It has come to my knowledge that up to 15 possibilities for implementing the promise given by Commision President, Mr Juncker, in his opening speech in Plenary on 15 July 2014 ("I will make sure that the procedural rules governing the various authorisations for GMOs are reviewed. I would not want the Commission to be able to take a decision when a majority of Member States has not encouraged it to do so.") as well as the Commission's "Political Guidelines", have been under discussion.
Under the above mùentioned Regulation 1049/2001, I would like to ask you to provide me with all the documents, as well as emails or other any other correspondence or records related to the Commission's internal discussion which lead to the publication of the proposal mentioned above. I would be especially interested in the document listing the different options on how the "Political Guidelines" could be implemented.
I would also like to ask you to provide me with a list of meetings with detailed minutes and any other reports of such meetings that took place both within the Commission (e.g. between different units and/or cabinets), as well as other meetings in connection with the issue, including with stakeholders (e.g. Member States' representatives, government representatives of other countries, industry representatives, NGOs, representatives of chambers of commerce etc.).

In this respect, I would like to inform you that your application is
currently being handled by the Legal Service. However, in view of the
large number and nature of the other requests, including yours, attributed
lately to our service, we have not been in a position to complete the
handling of your request within the limit of 15 working days, which
expired yesterday on the 8^th of July. In these circumstances, we have to
extend the prescribed period by another 15 working days (the new deadline
expires on 30 July 2015). In any case, I can assure that we will do our
