Complaint about lack of access to documents

We're waiting for Maria Mora to read a recent response and update the status.

Dear European Ombudsman,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I was requesting documents which contain the following information:

I have filed already the following confirmatory application with regards to my access to documents request 'Rules applicable to the contractors'. I have not received any reply from European Commission, without any explanation, although deadline had expired.
I am filing the present complaint with regards to my access to documents request 'Rules applicable to the contractors' due to longterm silence of European Commission

Information note on data processing and confidentiality

Data processing

Complaints to the Ombudsman and related correspondence often contain
personal data, such as names, contact details and other information
relating to identifiable individuals.

There are rights and obligations under European law (Regulation
2018/1725)[1] as to how personal data is handled by EU institutions,
including the European Ombudsman. These include an individual’s right to
obtain access to his or her own information held by this Office. To
exercise these rights or to find out more, please contact our
[2]Office or our [3]Data Protection Officer. .

If a person considers that the Ombudsman has not handled his or her
personal data properly, he or she may contact the [4]European Data
Protection Supervisor.

Confidentiality of your complaint and information

Complainants are requested to identify clearly any document or
information that they consider to be confidential immediately on sending
it to the Ombudsman.

Confidentiality can only apply if there would be some adverse effect if
the information were to be disclosed. It might, for example, apply to
financial information, commercially sensitive information or personal
information about a private individual. Confidentiality cannot always be
guaranteed. In particular, if you submit to the Ombudsman documents that
contain the personal data of someone other than yourself, that person
will most likely be able to obtain it from the Ombudsman, exercising
their data protection rights. In any event, you should expect your
complaint and any supporting documents to be shared in full with the
institution or body you are complaining about, so that they can properly
understand it and respond to the Ombudsman.

The European Commission’s failure to reply to an access to document
request concerning medical practitioners

You submitted a complaint to the European Ombudsman against the European
Commission about its failure to reply to your access to documents request.

Decision of the European Ombudsman on the European Commission’s failure to
reply to an access to document request concerning medical practitioners

Dear Ms Mora,

You submitted a complaint to the European Ombudsman about the European
Commission’s failure to reply to an access to document request concerning
medical practitioners.

We informed the European Commission of your complaint and asked it to send
you a reply.

The European Commission sent us its initial decision on your access to
document request. This was dated 6 December 2019. Please find the European
Commission’s decision attached for your convenience.

Since the European Commission had replied to your access to document
request on 6 December 2019, we close the case with the conclusion that it
is settled.

-yearly amounts of transport costs resulting from performance of the mandates

pursuance of transparency of expenses has the specific goal to ensure that there is public scrutiny of the spending of public funds, that there can be a fully-informed, evidence-based public debate about how such funds are used, and that the public can be confident that public bodies are exercising public power and spending public funds in a responsible and appropriate manner.

Dear Euro-Ombudsman,

In the context of the documents that I have received I am asking for clarification if there are any obstacles to find services of local specialists, instead of concluding the mandate or contract which provide obligation of the Institutions to pay (separately from remuneration for service) 700 EUR extra compensation for traveling time to Ispra outside Brussels ? is it a lump sum for one way traveling ?or does it include also the traveling back? does it take place systematically to travel there and back?
