Complaint by the European Competitive Telecommunications Association (ECTA)
Dear European Ombudsman,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Any draft rulings that were sent to the cabinet of the European Ombudsman for approval in its investigation in the complaint by the European Competitive Telecommunications Association (ECTA) concerning the Commissions alleged failure to carry out an adequate public consultation on a legislative proposal which included the cutting of to cut mobile phone roaming charges.

I would have thought that as the European Ombudsman, charged with ensuring others adhere to the rules, it would be a top priority to meet your obligations for access to documents. Dear Ms Scheftalovich,
On 26 November 2015, you asked for public access to "Any draft rulings
that were sent to the cabinet of the European Ombudsman for approval in
its investigation in the complaint [904/2014/OV] by the European
Competitive Telecommunications Association (ECTA) concerning the
Commissions alleged failure to carry out an adequate public consultation
on a legislative proposal which included the cutting of to cut mobile
phone roaming charges."
Please find enclosed the two drafts that were sent for the Ombudsman's
consideration, one on 7 August 2015 and a revised one after discussion on
14 September 2015 prepared by the services of the European Ombudsman. The
second revised draft shows updates, as normal, and indeed further changes
were made after further discussions.
On 22 September 2015, the Ombudsman issued her decision on this inquiry as
Ombudsman after careful consideration of all relevant matters.
