Contact between DG ENV and stakeholders regarding no net loss
Dear Environment (ENV),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- list of all meetings relating to the No Net Loss working group and initiative (begun in February 2012) outside of the scheduled working group meetings between the Commissioner for Environment and/or his cabinet and/or officials and/or representatives of DG Environment and representatives from Biotope, Eftec, the Biodiversity Consultancy, IUCN, Forest Trends, BBOP, the Environment Bank Ltd, Eurelectric, Euromines, La Farge, CEFIC, HeidelbergCement, World Business Council for Sustainable Development (WBCSD), COPACOGECA, MissionMarkets, PrimeSolutions Securities Inc., Birdlife, EIB, European Seaports Organisation, in which the issue of biodiversity, biodiversity offsetting/trading, habitat/environment banking, no net loss, mitigation hierarchy and/or a similar term was addressed;
- minutes and reports of the meetings mentioned above; and
- all correspondence (including email) relating to the No Net Loss working group and initiative (begun in February 2012) between the Commissioner for Environment and/or his cabinet and/or officials and/or representatives of DG Environment and representatives from Biotope, Eftec, the Biodiversity Consultancy, IUCN, Forest Trends, BBOP, the Environment Bank Ltd, Eurelectric, Euromines, La Farge, CEFIC, HeidelbergCement, World Business Council for Sustainable Development (WBCSD), COPACOGECA, MissionMarkets, PrimeSolutions Securities Inc., Birdlife, EIB, European Seaports Organisation, in which the issue of biodiversity, biodiversity offsetting/trading, habitat/environment banking, no net loss, mitigation hierarchy and/or a similar term was addressed;
I would like to make clear I prefer you produce the documents on a rolling basis. At no point should the Commission's search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption according to article 4.6.
