Thank you for your request and interest in the Council of the European
Union.

The General Secretariat of the Council would like to inform you that Mr
Javier Solana held the post of Secretary General of the Council of the
European Union and of the European Union's High Representative for Common
Foreign and Security Policy, from 18 October 1999 until 1 December 2009.

With the entry into force of the Lisbon Treaty, on 1 December 2009, the
post of the High Representative and that of the Secretary-General of the
Council was separated. Today, the overall architecture of the European
Union foresees two different posts:

•       The High Representative of the Union for Foreign Affairs and
Security Policy, assisted by an European External Action Service, to
represent the Union on foreign matters (Article 27 of the Treaty on
European Union). The current High Representative is Catherine Ashton.

•       A Secretary-General of the Council of the European Union to head
the General Secretariat (Article 240 of the Treaty on the Functioning of
the European Union). The current Secretary-General of the Council is Uwe
Corsepius.
