Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- Any reference to or documentation on minutes, notes, papers and
other types of documents that include any form of contact between
Commissioner Rehn, his cabinet and staff of DG ECFIN, and the European Round Table of Industrialists on 'contractual arrangements' between Member States and the Commission, from 1 September 2012 until the present day.

- Any reference to or documentation on minutes, notes, papers and
other types of documents that include any form of contact between
Commissioner Rehn, his cabinet and staff of DG ECFIN, and Business
Europe on 'contractual arrangements' between Member States and the
Commission, from 1 September 2012 until the present day.

We refer to your request dated 6 February 2014 in which you make a request for access to documents, registered under the above mentioned reference number.

Your application is currently being handled. However, we were not in a position to complete the handling of your application within the time limit of 15 working days, which expired yesterday (3 March 2014).

An extended time limit is needed given the general nature of your request which require extensive searches in our files and consultation of different services.

Therefore, we have to extend the time limit with 15 working days in accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 24 March 2014.

Your application concerns the following document/documents:

 

- Any reference to or documentation on minutes, notes, papers and other
types of documents that include any form of contact between Commissioner
Rehn, his cabinet and staff of DG ECFIN, and the European Round Table of
Industrialists on contractual arrangements between Member States and the
Commission, from 1 September 2012 until the present day.

 

- Any reference to or documentation on minutes, notes, papers and other
types of documents that include any form of contact between Commissioner
Rehn, his cabinet and staff of DG ECFIN, and Business Europe on
contractual arrangements between Member States and the Commission, from 1
September 2012 until the present day.

 

We regret to inform you that no documents were found that would correspond
to the description given in your request. We are, therefore, unable to
handle your application.

 

DG ECFIN has regular contact with BusinessEurope in the context of the
Macroeconomic Dialogue meeting at technical level. However, the issue of
contractual arrangements between Member States and the Commission has not
been on the agenda of any meeting. Moreover, in respect of the
confidentiality of the Dialogue there are no papers, notes or other types
of documents available, and no minutes are taken.

 

The present letter is related only to documents in possession of the DG
ECFIN. We have informed the Cabinet of Vice President Rehn of your request
and our reply.

 

In accordance with Article 7.2 of Regulation 1049/2001, you are entitled
to make a confirmatory application requesting the Commission to review its
position.

 

Such a confirmatory application should be addressed within 15 working days
upon receipt of this letter to the Secretary-General of the Commission at
