It’s back to the drawing board for Tigray’s rebels as they put out a
call to end the fighting that erupted in their region, effectively
ending what was looking to be a promising ceasefire back in March.

But this time round they are willing to work with the African
Union…but not its prime mediator former Nigerian president Olusegun
Obasanjo. Rather they called for “mutually acceptable mediators”.

Their call for a ceasefire on 11 September clearly lays out four parts
that must be addressed in any deal, particularly their main sticking
point: a restoration of aid into Tigray.

Are they in a good position to call for a ceasefire?

[3]“None of these offensives are getting very far, it doesn’t seem
they are marking much progress on any of the fronts,” one source tells
us .

So who will listen to this call for peace?

He has been unable to make inroads into the south.”

divisions across its southern border this week in what appears to be a
major new offensive.

“Separately, a Western diplomat tells The Africa Report that

Another says thousands of federal Ethiopian troops have been airlifted
to Eritrea in recent weeks, amid a ‘massing’ of thousands of Eritrean

Tigrayan towns, including Adigrat and Shire.

The US is looking to help Africa process its own minerals in bid to
diversify supply chains dominated by China.

That is the message that emerged from the UN General Assembly last
week, [3]reports our DC Bureau Chief Julien Pecquet.

On 22 September, on the margins of the UN General Assembly, the US
gathered these partners together along with mineral-rich countries
looking to benefit from developed countries’ funding and know-how in
order to step up the processing of rare earths domestically.”

Five African countries made it to the invite list: The Democratic
Republic of Congo, Mozambique, Namibia, Tanzania and Zambia.

“We’ve got to diversify our supply chains, and for them it’s a
development opportunity,” Jose Fernandez, the under secretary of state
for economic growth, energy, and the environment, tells The Africa
Report.

A useful boost to promoters of beneficiation on the continent? Or the

The allegation is substantial: President Buhari has parachuted a
number of ruling party members into the supposedly-Independent
National Electoral Commission, [3]writes Eniola Akinkuotu.

The opposition PDP says it is clear that Buhari wants to manipulate
next year’s polls. “This unpatriotic act is a brazen plot by the APC
to manipulate and rig the 2023 general elections against the will of
Nigerians,” said the party.

Nigeria is supposed to have 21 Supreme Court judges, but currently has
just 13. “With the apex court expected to handle hundreds of election
cases in the next few months, coupled with the fact that a panel of at
least five judges is required to hear each case, there are now moves
to appoint new judges”.

Back in August we ran a piece asking if the election of Kenyan
President William Ruto marked [3]a return to the days of Daniel Arap
Moi; a man who brooked little dissent, who handpicked Ruto to succeed
him.

Then, on Monday evening, Paul Gicheru died.

‘Gicheru and lawyer Philip Kipkoech Bett had been accused of bribing
and intimidating witnesses [4]to dissuade them from testifying against
Ruto and Sang over their alleged role in the post-election violence in
2007-2008, which left 1,100 people dead and 300,000 displaced.’

It is too simplistic to draw a straight line between the arrival into
power of Ruto and the death of Gicheru. Everyone will, however, be
paying attention to how the next few months unroll in Nairobi and
beyond.

This year’s COP27, the UN’s major Climate Change conference, will be
hosted by Egypt in its ritzy resort town Sharm el-Sheikh.

This town sits at the most southern point of the Sinai peninsula, far
away from its polar opposite in the North where an on-going war
between the state and Islamist militants has been raging on for 10
years now.

Involving local Bedouin to work for the Egyptian military to root out
Islamists has led to vendetta killings and denouncements in this
essentially lawless area.

But much of what happens here doesn’t get told in Egyptian media;
whether private or state. Instead the government is [3]“pushing a
narrative of rapid development and reform, depending on tourism,
economic development, and new high rise cities,” as Abir Sorour
reports.

After 10 years of fighting, has much changed? Has anything been
accomplished besides a loss of lives?

[4]Perhaps that’s why what happens in the North stays in the North…

If actions speak louder than words, what are Kenya and Egypt trying to
say in the run-up to COP27?

Since taking on the presidency, Kenya’s William Ruto has reversed a
ban on the controversial shamba system – a schema that allows farmers
to tend to tree saplings on state-owned forest land in return for
growing food crops until the trees mature and form a canopy.

The system has been blamed for destroying the country’s natural
forests, but is favoured as a way to boost food production. And as
Jeff Otieno reports, [3]environmentalists have warned “that the gains
made in increasing the forest cover – one of the lowest in the East
African region – will be reversed further exposing the country to
adverse effects of climate change.”

Over in Egypt, it’s a different scenario. Far away from the forests of
Kenya, the North African nation is surrounded by dry, arid lands. So
when a neighbourhood – in this case an entire island off the capital
in the Nile – is green, many wonder why the government would invest
billions to tear it down to put in place a concrete mega-project.

[4]Known by pro-state media “as the ‘Manhattan of the Nile’” the
project has begun to evict hundreds of families from land legally
owned by them to put in place this new development.

With less than a month before the big Climate Change conference, will
governments get their green priorities in order?

Influence paints a dark picture of freedom of the press, of how
underhanded deals, censorship and propaganda are engulfing local media
in countries susceptible to weak journalist protections.

Kenya’s President William Ruto has overturned a 10-year ban on
importation or cultivation of genetically modified crops (GMO) in the
East African country, perhaps heralding a new dawn for food-insecure
Kenyans.

Not everyone is thrilled, nor believe it is a quick fix.

“I don’t know whether in the less than three weeks that [Ruto has]
been in government we have [tasked] someone to look into details of
where we are going,” says James Nyikal, a medical doctor and MP from
Kisumu County. “Ten years on there may be new information. I would be
more cautious and look into other causes of food deficiency and
address them first.”

The war in Tigray has dominated Ethiopia’s headlines for nearly two
years. Since fighting broke out in November 2020, hundreds of
thousands of troops have been mobilised, while the economy has taken a

African Department at the IMF, sets out the institution’s plan to
temper the current crisis.

He makes the case that the IMF has been at the forefront of defending

“The IMF w[as] very quick out of the gates when the pandemic hit
because we knew that there would be incredible financing gaps that
countries would face; so as far back as October 2020, we were putting
