We refer to your e-mail dated 30/10/2018 in which you make a request for access to documents.
In your request you indicate that you would like to obtain access to:
-“The declarations of interests of all the independent experts and observers in connection with the Pilot Project on Defence Research (PP) and the Preparatory Action on Defence Research (PADR);

With regard to the documents under the first indent, we would like to clarify that EDA experts do sign declarations of non-conflict of interest. Therefore, we believe that these documents fall under the scope of your request.
With regard to the documents under the second indent, unfortunately, the description given in your initial application does not enable us to identify concrete documents which would correspond to your request.
We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No 1049/2001 regarding public access to documents, to provide us with more detailed information on the documents which you seek to obtain, such as references or some details regarding the content in order for us to be able to identify the documents in question, if any.
Pending this clarification, please note that the 15 working days time limit for handling your application is suspended with respect to the so-called “ethics reviews” documents.

The second part of my request is in reference to all documents which are related to any ethics reviews which might have taken place in relation to projects under the PADR (for example, Ocean2020) and the Pilot Project. In an answer to a parliamentary question, the European Commission stated that "every single research proposal considered for EU funding is subject to an ethics review" (see http://www.europarl.europa.eu/doceo/docu...).
In the EDA document "Call for experts to assist the European Defence Agency (EDA)" point 1(c) states that the independent experts have the task to conduct "ethics reviews, checks and audits". See for the document https://www.eda.europa.eu/procurement-bi....
My request is in reference to any of the documents which are related to the ethics reviews as mentioned in the documents above.
