There were six main education programmes on pre-university education in Egypt: Education Enhancement Programme; Support to the Girls' Education Initiative and the National Council for Childhood and Motherhood; KfW's Quality Education Support Programme; Education Sector Policy Support Programme; Expanding Access to Education and Protection for Children at Risk in Egypt; and Enhancing Access of Children to Education and Fighting Child Labour.

For each, can you kindly provide me with
- Lists and minutes of meetings or official communications detailing discussions on the finalization, design and implementation with Egyptian diplomatic or government officials. And lists of participants in those meetings
- The Financing Agreement between the Commission and the Egyptian Authorities. Documents describing predefined conditionalities and the amount of linked funds
- Available information derived from the education subgroup of the Donor Assistance Group (DAG) or Donor Partners Group (DPG): agendas, minutes, studies, evaluations. And lists of participants
-Minutes and reports on meetings with different stakeholder and civil society consultations regarding pre-university education. For example there were meetings held with USAID in 2007 regarding decentralization of the education sector
- Studies, mid term and final evaluation reports
- Studies on the education sector in general
- Documents justifying decision to stop the Education Sector Support Programme or stop the disbursement of any of the funding tranches
- Support provided for public private partnerships in the education sector to both the ministry of education, the central public private partnership unit at the ministry of finance, and the ministry of finance
-Minutes or reports on meetings with the current minister of education
I do *not* restrict my request to documents that originate from the EU but I also request documents from third parties that are in the EU's possession

1. Education Enhancement Programme: This project ran from 1996 to 2006 and was implemented by the World Bank with co-financing from the EU as of 1998. 2. Quality Education Support Programme: This project is being implemented and funded by the KfW, with the Ministry of Education. Therefore, the request should be addressed to the Ministry of Education and/or the KfW.

Support to the Girls' Education Initiative and the National Council for Childhood and Motherhood: This is a national initiative, which the EU supported through a 2003 decision entitled "Social Development and Civil Society: Children at Risk". I have not received most of the documents I requested, only basic information available on websites.

Do you consider it as classified information?

For example I have not received the evaluations and documents on the mid term expenditure review component of the education sector support program; the 2013 european court of audit report on activities in the education sector; the girls education initiative; information on the public private partnership component of the sector support program (a funding tranche was stopped because of that component); evaluations of the sector support program.

There are a lot of information and documents that I am aware of, and you are not providing. Do you consider the project documents, meeting minutes and periodical evaluations and the examples I mentioned as classified information not to be shared with doctoral researchers?
