Dear Mr O’Farrell,

We refer to your request of 24 July 2020 sent to the European Investment
Bank (EIB) via the AsktheEU.org website, requesting details of each
country's plans to implement the EIB Group’s Guarantee Facility,
particularly the final interest rates payable by SMEs under the national
schemes.  Your request has been handled in line with the EIB Group
Transparency Policy (EIB-TP) ^[1] .

 

We understand your request to be related to the Pan European Guarantee
Fund, managed by the EIB Group in response to the outbreak of the COVID-19
pandemic in the European Union.  This Fund is an EIB Group initiative,
meaning that both the European Investment Bank and the European Investment
Fund (EIF) are expected to deploy the programme. The EIF will be managing
the products for SMEs, whereas the EIB will focus on the Mid-Caps and
Large Corporates.

 

The EIB Group is still in the process of discussing contributions with
Member States and the final list of contributors, as well as the amounts
concerned, is therefore not yet known. 

 

The EIF debt products will take the form of guarantees and are expected to
be provided either free of charge or against a fee depending on the
guarantee coverage. Other products will be remunerated in line with the
State aid requirements currently under discussion with the European
Commission. 

 

The EIF’s guarantees will be provided to SMEs through financial
intermediaries that will price their loan products using internal pricing
policies and will reflect the impact of the guarantee on final conditions.

 

There will be no fixed pricing for the programme as a whole, or by Member
State.  As with all loans for SMEs, the terms of the loans are set by the
intermediary but the client must receive a financial advantage reflecting
the impact of our funding. They must be informed of this by the
intermediary.
