The Public Consultation on the review of the EU copyright rules does not use the Interactive Policy Making (IPM) tools. Please send me documents and communication detailing why IPM was not used for the consultation and how the decision for the current way of handling the consultation came about.

Thank you for your e-mail dated 9 January 2014 in which you ask for documents detailing why the IPM tool was not used for the EU copyright consultation.
There is no document which explains why the Commission did not use the IPM for this EU Copyright Consultation, but in this e-mail I will explain why the Commission did not use an IT Tool in this case.
Copyright is a popular and important issue which affects a lot of EU citizens and stakeholders. With this extensive survey of 80 questions we expected long answers from the citizens and stakeholders. Therefore we thought it would be more appropriated sending contributions by e-mail instead of using an IT Tool.
Further I would like to point out that using an IT Tool (IPM or EU survey) is a recommendation but it is not obligatory. With each Consultation the Commission decides which the appropriate tool to use is.
