Dear European Parliament,

Under the right of access to documents in the EU Treaties, as developed in Regulation 1049/2001, I hereby request access to the following documents:

(a) Any documents concerning an account of how many open letters or other forms of communication from non-governmental organisations (in any of the Unions 27 member states) to the European Parliament on matters related to rule of law issues for the time period 2010-2022
(b) Any documents concerning an account of how many open letters or other forms of communication from non-governmental organisations in any of the Unions 27 member states to the European Parliament on matters related to human rights issues for the time period 2010-2022
(c) Any documents concerning an account of how many open letters or other forms of communication from non-governmental organisations in any of the Unions 27 member states to the European Parliament on matters related to democracy issues for the time period 2010-2022

I would prefer for this information to be sent to me in machine-readable electronic format, so please provide a downloadable link or share via the email below.

I would like to make clear I prefer you produce the documents on a rolling basis. At no point should the Parliament's search for - or deliberations concerning - certain documents delay the production of others that the Parliament has already retrieved and elected to produce.

Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I would expect the partial release of documents in case of partial exemption according to article 4.6. I reserve the right to appeal.

Please confirm having received this application. I look forward to your reply within 15 business days, according to the regulation. If there are any delays or issues with my request, please feel free to contact me by email or on telephone.

In reply to your request for public access to incoming correspondence
between 2010-2022 on the issues of rule of law, of human rights and of
democracy,  your attention is drawn to the [1]PUBLIC REGISTER  where
research can be conducted via the menu Advanced search and the 3 key words
"Rule of law" or "human rights", or"democracy" together with the
possibility to sort the result by  :

              - Parliamentary term 7 (2009-2014), 8 (2014-2019), 9
(2019-today)

- Document type : Mail (Official) – Incoming

 

Please be aware that if letters on these issues have been sent to
individual Members, it is not possible to supply any evidence.  Exchanges
of MEPs in their individual capacity are not part of Parliament's official
proceedings, no records are hold by the Secretariat of Parliament as they
do not fall within the scope of application of Regulation (EC) No
1049/2001 on access to documents.  (Rule 122 of [2]EP Rules of
Procedure).  MEPs are free to conduct their political activities on issues
of their interest, within their political groups or their constituencies
and to hold informal exchanges of views and correspondence with the civil
society. (Rule 2 of EP RoP). 

 

On this basis Parliament considers your request handled and the file
closed. Please do not hesitate to submit a new request should you identify
specific Parliament documents to which you would like to request public
access to.
