Donor Conference Macedonia 2002

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

In 2002 the European Commission held a Donor Conference in Brussels where a certain sum of money, around 500 million euros were donated to Macedonia in order to speed up the process of implementing the Ohrid Framework agreement, an agreement which stopped the armed conflict in Macedonia in 2001.
The EU commission was the largest donor at this conference.
I wanted to know where can I access information from the conference and I need the documents that shows how these money that the EC commission donated, were planed to spent in Macedonia.

Dear Madam,
We refer to your request for access to documents, registered on 04/09/2012 under the above mentioned reference number.
We regret to inform you that no documents were found that would correspond to the description given in your application. We are, therefore, unable to handle your application.
However I can inform you that the EC pledged 68 million € at the Donor meeting of March 2002 for Macro-Financial assistance. The total of € 68 million included the sum of € 50 million (€ 10 million grant and € 40 million loans) originally foreseen in support of the previous IMF Stand-by Agreement and an additional € 18 million grant subsequently approved.
